Arvid's neck is fairly simple. It is made out of one of those things that you can buy at the hardware store that you can snake down a sink to grab stuff. I took out the grabber thing and was left with the springy outside. I then made some acrylic 'vertabrae' with a center hole and four holes 90ö apart from each other along the outer edge of them. I also drilled some other holes that I have snaked my control cables through. I then epoxied these ribs to the remaining part of the grabber thing at regular intervals. In the picture, I show string going through the four outer holes, but I have switched to model R/C throttle cable instead since it is easier to hook up. to move this neck, you can pull/ let loose on opposite cables and the neck will bend. It is actually more robust than I was expecting. You can also achieve a twisting action by running a thicker throttle cable through the center of the grabber thing and attaching it up top. by twisting it at the bottom, you can turn the whole neck and head. Make sure that you have a little extra room around your four control cables as they go through the acrylic pieces otherwise, you will bind them if the neck is turned.
